Construction

Please use the following checklist as a guide in preparing your Pre-Application. Please fill out all necessary form fields and obtain signatures prior to submission. Please contact our office if you have any questions. We look forward to working with you on this project!

System for Award Management (SAM)

Completing the SAM registration process takes up to five business days, and applicants are strongly encouraged to begin the process early. Once registered, the applicant will receive a CAGE (Commercial and Government Entity) Code Number. The SAM registration must remain active, with current information, at all times during which an entity has an application under consideration by an agency or has an active Federal Award. To remain registered in the SAM database after the initial registration, the applicant is required to review and update on an annual basis.

Credit Elsewhere Certification

Certification from other lenders is required that shows the applicant is unable to obtain other credit at reasonable rates and terms (at least 3 letters required). Applicant must also self-certify that they are unable to finance the proposed project from their own resources. See “Credit Elsewhere Certification Template” as an example.

Financial Information
a. Five Years of Audited Financial Statements, prepared by a CPA
b. Budgets: Current Operating Budget for the current Fiscal Year and Proposed Budget for upcoming Fiscal Year
c. Current Balance Sheet (must be within 90 days of application)
d. Capital Improvement Plan for all major planned capital expenditures for the next 3 to 5 years
e. Financial Feasibility Report – Projects with a cost of $300,000 or under, use “Form 1942-54”. Projects with cost greater than $300,000, consult Rural Development Specialist for level of report
 
Notice of Board Action

Applicant must provide a resolution of the board with meeting minutes approving the authorized official to apply for a loan and/or grant for the proposed project.

Non-profit organization: “Form 1942-8”, Resolution of Member or Stockholders may be used, or similar Resolution.

Public bodies: “Resolution to Apply for Federal Assistance Template” may be used as a template.

Evidence of Organization and IRS Letter of Tax Exempt Status

For a non-profit organization:

  • A copy of the Articles of Incorporation
  • Bylaws
  • Certificate of Good Standing
  • IRS Letter of Tax-Exempt Status
  • List of active board members – include names, addresses, and their term
  • Charter (the Charter should show that it is recorded in the Office of the Secretary of State 
Evidence of Local Support

Non-profit applicants should provide evidence of local support from local officials in their service area. Non-profit applicants may use “Certificate of Support” for this evidence.

See “RD 1942-A, Guide 6, and Additional Instructions Attachment” as a guide for your Architect to prepare the report.
 
Environmental Review

Consult with RD Specialist for level of review.
